The tourist tax is a small amount per person, but for a group of hundreds of attendees over several nights it becomes a figure that needs budgeting from the outset. In Catalonia it is officially called the tax on stays in tourist establishments (IEET). In Barcelona city a municipal surcharge is added. This guide sets out the current rates, what is pending for 2027 and how we calculate it in budgets for conventions, congresses and incentives.
How much is the Barcelona tourist tax in 2026?
Since 1 April 2026 the rates in Law 2/2026 of 6 March, published in the DOGC (Official Gazette of the Generalitat de Catalunya) on 10 March 2026, have applied. On top of this regional rate, Barcelona City Council adds a surcharge that rose from €4 to €5 per night on the same date, according to the 2026 tax by-laws.
| Type of accommodation (Barcelona city) | Generalitat rate | Municipal surcharge | Total per person per night |
|---|---|---|---|
| 5-star, grand luxury or equivalent hotel | €7.00 | €5.00 | €12.00 |
| 4-star and 4-star superior hotel | €3.40 | €5.00 | €8.40 |
| Tourist rental flat (HUT) | €4.50 | €5.00 | €9.50 |
| Other establishments (1 to 3-star hotels, hostels, campsites) | €2.00 | €5.00 | €7.00 |
The figures for 5-star, 4-star and tourist rental flats match across the law, the information note from the Associació Catalana de Municipis and the municipal information. The law also sets rates for youth hostels and cruise ships, which do not usually affect a corporate event; if your programme includes a night on board, ask us.
For most conventions and congresses, the lines that matter are the first two: €12 in 5-star and €8.40 in 4-star hotels.
Calculation rules that affect a group
The law has four rules that change the outcome of a budget:
- It is charged per person per night. The unit is the "unit of stay": each day or part of a day of a continuous stay in the same establishment.
- Maximum of seven nights per person. If an attendee stays ten nights in the same hotel, they pay for seven. If they change hotel mid-stay, the count starts again.
- Exemptions. People aged 16 or under, stays under EU public social programmes, stays due to force majeure and stays for health reasons covered by the Catalan public health system. A business trip, a congress or an incentive is not exempt.
- The hotel collects it and shows it separately. The establishment acts as the taxpayer's substitute: it charges the guest and pays it to the Agència Tributària de Catalunya (Catalan Tax Agency). It must appear on the invoice separately from the price of its services, with the number of nights and the rate applied. Where there is a municipal surcharge, the amount due is the sum of the rate and the surcharge.

Worked examples for groups
These calculations use only the rates in force since 1 April 2026. They are straight multiplications, with no rounding or commissions.
| Scenario | Formula | Total tourist tax |
|---|---|---|
| Convention: 200 people, 3 nights, 5-star hotel | 200 × 3 × €12.00 | €7,200 |
| Convention: 200 people, 3 nights, 4-star hotel | 200 × 3 × €8.40 | €5,040 |
| Congress: 800 delegates, 4 nights, half in 5-star and half in 4-star | (400 × 4 × €12.00) + (400 × 4 × €8.40) | €32,640 |
| Incentive: 60 people, 4 nights, 5-star hotel | 60 × 4 × €12.00 | €2,880 |
| Long training programme: 30 people, 10 nights, 4-star hotel | 30 × 7 × €8.40 (maximum 7 nights) | €1,764 |
| Staff and speakers: 25 people, 2 nights, 4-star hotel | 25 × 2 × €8.40 | €420 |
Two details we often see in other people's budgets: the tax for staff, speakers and the production team is forgotten, and it is calculated on the programme nights instead of each attendee's actual nights (early arrivals and extensions).
What does each euro of surcharge add?
If the municipal surcharge were to rise, the effect is linear. For a group of 200 people staying 3 nights, each additional euro per night adds €600 to the total. This is a sensitivity scenario for your budget, not an approved increase.
What changes in 2027?
Here you need to separate what has been approved from what has been proposed.
| Measure | Status at 14 October 2026 | Effect for a group in Barcelona |
|---|---|---|
| Regional rate in Barcelona city | Law 2/2026: no change planned for 2027 | €7 (5-star) and €3.40 (4-star) remain |
| Regional rate in the rest of Catalonia | Approved: rises on 1 April 2027 | Affects venues outside Barcelona (Sitges, Costa Brava, inland) |
| Barcelona municipal surcharge: plan to raise it by €1 a year up to €8 in 2029 | Announced by the City Council. The 2027 tax by-laws were rejected by the full council on 25 September 2026 | No increase approved for hotels in 2027. The legal cap on the surcharge is €8 |
| Surcharge for short-stop cruise passengers (from €5 to €12 in 2027, €24 in 2030) | Municipal proposal processed separately; final approval still to be confirmed | Only affects programmes with a cruise stop |
The law caps the Barcelona surcharge at €8 per category. The municipal plan to reach that cap in 2029 was reported by 3Cat and Comunicatur. The rejection of the 2027 tax by-laws was reported by TOT Barcelona on 25 September 2026. If the City Council approves a new by-law, the new surcharge applies from the first day of the settlement period following its publication in the Butlletí Oficial de la Província (Provincial Official Gazette).
Our recommendation for 2027 budgets: calculate using the current rates and add a clause that passes on to the client any tax change approved after signing. And check this guide again before finalising the budget.
What if the event is outside Barcelona city?
Many conventions and incentives combine Barcelona with Sitges, the coast or inland Catalonia. Outside Barcelona city the regional rates are different, and they change on 1 April 2027:
| Type of accommodation (rest of Catalonia) | 1 April 2026 to 31 March 2027 | From 1 April 2027 |
|---|---|---|
| 5-star, grand luxury or equivalent hotel | €4.50 | €6.00 |
| 4-star and 4-star superior hotel | €1.80 | €2.40 |
| Tourist rental flat | €1.75 | €2.50 |
| Other establishments | €0.90 | €1.20 |
In addition, since 1 October 2026 any municipality can approve a surcharge of up to €4 per night, which cannot exceed the regional rate. It requires a tax by-law and an agreement with the Agència Tributària de Catalunya. Before budgeting for a hotel in Sitges, Castelldefels or the Costa Brava, check whether the municipality already applies it.
Example with two destinations: Barcelona and Sitges
An incentive for 100 people with 2 nights in a 5-star hotel in Barcelona and 2 nights in a 5-star hotel in Sitges:
| Leg | Calculation | Before 1 April 2027 | From 1 April 2027 |
|---|---|---|---|
| Barcelona, 5-star | 100 × 2 × €12.00 | €2,400 | €2,400 (if the surcharge does not change) |
| Sitges, 5-star (regional rate) | 100 × 2 × €4.50 or €6.00 | €900 | €1,200 |
| Sitges, municipal surcharge | Only if the municipality has approved it (maximum €4) | Check | Check |
| Total without Sitges surcharge | €3,300 | €3,600 |
As the group changes hotel, the seven-night cap is counted separately in each establishment.
How we budget the tourist tax for an event
In our budgets the tourist tax always has its own line. This is how we do it:
- We start from the actual rooming list, not the programme. We count nights per person, including early arrivals and extensions.
- We separate hotel categories. It is common to put senior management in 5-star and the rest of the group or the staff in 4-star.
- We apply the seven-night maximum per person per hotel on long programmes.
- We identify genuine exemptions, such as accompanying minors on an incentive with families. Each exemption needs supporting documents.
- We ask the hotel to confirm in writing whether or not its group rate includes the tax, so it is not counted twice.
- We add a tax variation clause to contracts signed well in advance.
Quick checklist
- Does the hotel quote show the tourist tax separately?
- Is it calculated on each attendee's actual nights?
- Does it include staff, speakers, VIP guests and the production team?
- Has the seven-night cap been applied?
- Are there attendees aged 16 or under, with documentation?
- If any venue is outside Barcelona, has the municipality been checked for a surcharge?
- Does the contract cover what happens if taxes change before the event?
Who pays it: the company or the attendee?
The law treats the person staying as the taxpayer, and the hotel charges it on the invoice. In practice, at a corporate event it is paid by whoever pays for the accommodation. If the organising company covers the rooms, the tax goes on the same group invoice. If each delegate pays for their own room, as at many association congresses, the delegate pays the tax at the hotel on check-out. It is worth stating this clearly on the registration website to avoid surprises.
How to communicate it to attendees
When each attendee pays for their own accommodation, the tourist tax causes confusion at reception if nobody has explained it beforehand. We recommend:
- Stating on the registration website that the hotel rate does not include the tourist tax and how much it is per night by category.
- Repeating it in the confirmation email, together with the seven-night maximum.
- Telling attendees travelling with minors that they must bring documents proving age.
- If the company pays the tax for everyone, telling the hotel in writing so that it is not charged at individual check-out.
Common mistakes
- Budgeting with the old rate. Before April 2026, the total in a 5-star hotel in Barcelona was lower. Some budgets are still circulating with 2025 figures.
- Forgetting the municipal surcharge. The Generalitat rate alone is not what the attendee pays in Barcelona.
- Applying Barcelona rates to a venue outside the city, or vice versa.
- Not allowing for the seven-night cap on long training programmes or projects.
- Leaving the tax out of the cost per attendee when comparing Barcelona with other destinations.
